{"id":204260,"date":"2021-06-14T00:02:17","date_gmt":"2021-06-13T19:02:17","guid":{"rendered":"https:\/\/vid.app.com.pk\/vid\/?p=204260"},"modified":"2021-06-14T01:50:35","modified_gmt":"2021-06-13T20:50:35","slug":"fawad-seeks-article-140-a-implementation-to-ensure-basic-facilities-to-sindh-people","status":"publish","type":"post","link":"https:\/\/vid.app.com.pk\/vid\/2021\/06\/fawad-seeks-article-140-a-implementation-to-ensure-basic-facilities-to-sindh-people\/","title":{"rendered":"Fawad seeks Article 140-A implementation to ensure basic facilities to Sindh people"},"content":{"rendered":"<div style=\"width: 696px;\" class=\"wp-video\"><video class=\"wp-video-shortcode\" id=\"video-204260-1\" width=\"696\" height=\"557\" poster=\"https:\/\/vid.app.com.pk\/vid\/wp-content\/uploads\/2021\/06\/Fawwad-chaudhary-press-conference-at-Governor-house-karachi-13-06-2021-1-mp4-image.png\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"https:\/\/vid.app.com.pk\/vid\/wp-content\/uploads\/2021\/06\/Fawwad-chaudhary-press-conference-at-Governor-house-karachi-13-06-2021-1.mp4?_=1\" \/><a href=\"https:\/\/vid.app.com.pk\/vid\/wp-content\/uploads\/2021\/06\/Fawwad-chaudhary-press-conference-at-Governor-house-karachi-13-06-2021-1.mp4\">https:\/\/vid.app.com.pk\/vid\/wp-content\/uploads\/2021\/06\/Fawwad-chaudhary-press-conference-at-Governor-house-karachi-13-06-2021-1.mp4<\/a><\/video><\/div>\n<p>KARACHI, Jun 13 (APP):Federal Minister for Information and<br \/>\nBroadcasting Chaudhry Fawad Hussain Sunday ruled out the possibility of<br \/>\nimposing governor rule in Sindh, saying the Pakistan Tehreek-e-Insaf<br \/>\n(PTI) government considered it a non-democratic and extra-constitutional<br \/>\nstep.<br \/>\nThe Federal Government, however, was in favour of the<br \/>\nimplementation of Article 140-A of Constitution, which required the<br \/>\nprovinces to establish a local government (LG) system, and devolve<br \/>\npolitical, administrative and financial powers to the LG elected<br \/>\nrepresentatives so that the basic issues of people could be resolved at<br \/>\ntheir doorsteps, he told a press conference here at the Sindh Governor<br \/>\nHouse.<br \/>\nThe minister questioned the Sindh government where did it spend<br \/>\nover Rs 1,800 billion which it had received under the National Finance<br \/>\nCommission award\u00a0 in the previous years as nothing on ground was seen.<br \/>\nAn amount of over Rs 700 billion was earmarked for the province in<br \/>\nnext year&#8217;s federal budget, he added.<br \/>\nHe lamented that despite having a major chunk of national<br \/>\nresources, the people of Sindh were suffering only because of the<br \/>\npolicies of Pakistan Peoples Party (PPP) government, which had<br \/>\ncompletely failed to resolve their problems.<br \/>\nThe health system in the province had deteriorated to the extent<br \/>\nthat the Supreme Court judges had to observe that the hospitals devolved<br \/>\nto the province should be handed back over to the Federal Government for<br \/>\nimproving their service delivery, the minister remarked.<br \/>\nSimilarly, he said, the deplorable condition of development<br \/>\nprojects, broken roads, and non-availability of drinkable water and<br \/>\nother basic facilities spoke volumes about the provincial government&#8217;s<br \/>\nperformance.<br \/>\nThe PPP government had failed to maintain law and order even in the<br \/>\nprovincial capital, he added.<br \/>\nFawad deplored the Sindh government for not convening the meeting<br \/>\nof Provincial Finance Commission, nor putting financial resources at the<br \/>\ndisposal of LG bodies or devolving administrative powers to them.<br \/>\nIn a total contravention of the Constitution, he said, all the<br \/>\ndecisions were being made at the Bilawal House undermining the authority<br \/>\nof provincial assembly and cabinet.<br \/>\n\u201cThis is a constitutional crisis in itself,&#8221; he added, urging the<br \/>\nSupreme Court to ensure implementation of Constitution, particularly<br \/>\nArticle 140-A in Sindh as it was the only statutory procedure for<br \/>\ngranting basic rights to both urban and rural areas of the province.<br \/>\nThe minister said the PTI government was committed to resolve the<br \/>\nissues being faced by people of Sindh, which evident from the growth<br \/>\noriented budget 2021-22, being hailed by every segment of the society,<br \/>\nincluding trade and industry.<br \/>\nHe said the next fiscal year would be the year of the development<br \/>\nof Pakistan and prosperity of its people as the government focused on<br \/>\nprovision of relief to common men as well as agriculture, industry and<br \/>\nbusiness sectors in the budget.<br \/>\nKamyab Jawan Programme, housing projects and Ehsaas Programme<br \/>\ncovered different segments of the society, he added.<br \/>\nFawad said recently, when the national power transmission system<br \/>\nwas under severe pressure and the electric supply in the entire country<br \/>\nwas disrupted, Karachi comparatively suffered less than the previous<br \/>\nyears. The reason was that the Federal Government was providing 500 MW<br \/>\nadditional electricity to K-Electric to provide relief to citizens of<br \/>\nKarachi, he added.<br \/>\nAs regards the issues of journalists fraternity, the minister said<br \/>\nthe Federal Government wanted to constitute Pakistan Media Development<br \/>\nAuthority to ensure the rights of media professionals and resolve their<br \/>\nproblems.<br \/>\nHe said the government had paid the outstanding dues of Rs 1.17<br \/>\nbillion to the media houses so that they could pay salaries to the media<br \/>\nworkers and journalists.<br \/>\nAs the minimum wages (in the budget) had been fixed at Rs 20,000,<br \/>\nthe media organizations should also raise the salaries of their workers<br \/>\naccordingly, he added.<br \/>\nWith regard to the Pakistan Muslim League-Nawaz, Fawad said its<br \/>\nleadership had realized that the party had no political future,<br \/>\ntherefore they had resorted to antagonistic politics. They were opposing<br \/>\neach and every step of the government without any sound reasoning. They<br \/>\nhad rejected the right of vote to overseas Pakistanis, use of electronic<br \/>\nvoting machines and other people friendly measures.<br \/>\nHe said the PML-N leaders had undermined the vital role of overseas<br \/>\nPakistanis in the country&#8217;s development and financial stability. The<br \/>\nexpatriates were sending their hard earned money to their homeland while<br \/>\nthe PML-N leadership always laundered taken the money made through<br \/>\ncorruption and embezzlement broad, he added.<br \/>\nTo a question, Fawad said the Federal Government was fully<br \/>\ncommitted to carry forward the Green Line Project, but the provincial<br \/>\ndepartments were not cooperating in that regard. Sindh Governor Imran<br \/>\nIsmail and Federal Minister Asad Umar were fully focused to resolve the<br \/>\ntransport issues of mega city, but the Sindh government&#8217;s reluctance was<br \/>\na hurdle.<br \/>\nTo another query, he said the Sindh government was demanded more<br \/>\nfunds. The funds allocated by the Centre in the past for specific<br \/>\npurpose were not utilized, rather\u00a0 the same were transferred to foreign<br \/>\nbank accounts, he alleged.<br \/>\n\u201cWe want to spend the funds for the betterment of public,\u201d he said.<br \/>\nResponding to a question on the performance of state-owned<br \/>\nentities, the minister said the PPP&#8217;s last regime had destroyed public<br \/>\ninstitutions by large scale\u00a0 induction of employees and mismanagement,<br \/>\nbut the PTI government was now taking remedial measures to save them.<br \/>\nThe incumbent government had appointed heads of 60 of entities<br \/>\npurely on merit, whose performance was improving, he added.<br \/>\nAs regards distribution of irrigation water, Fawad said the Indus<br \/>\nRiver System Authority was releasing water to Sindh sa per its share.<br \/>\nPunjab was not taking water from Sindh\u2019s share, rather it were the PPP<br \/>\nleaders who were usurping and stealing\u00a0 the water of farmers and<br \/>\ngrowers, he added.<br \/>\nHe said the Federation had suggested Sindh to appoint impartial<br \/>\nobservers on entry points but Chief Minister Murad Ali Shah had not<br \/>\naccepted the proposal as it would expose their water theft.<br \/>\nThe minister said the Sindh government was not ready to provide<br \/>\nHealth Card facility to people of the province.
